Instead of TSA, monster graphics use a simpler tile arrangement format.

first 0x0C bytes are the header
	+$00: Tile mode? Possible
	+$04: Total number of tiles
	+$08: Dimensions of the monster


all following bytes are a simple listing of tile/palette indexes to use to build
the monster with: left to right, top to bottom:
	+$00: Tile ID
	+$01: Palette ID (uses upper nybble)
